PamCham pursues final resolution of controversial zonal valuation |

Consequent to the March 5 stakeholders’ dialogue with the BIR and subsequent extension of the suspension of implementation of the adjusted Zonal Valuation rates granted by Dept. of Finance Secretary Gary Teves up to April 15, - which was a result of the meeting he had with City of San Fernando Pampanga Mayor Oscar S. Rodriguez and PamCham Chairman Levy P. Laus - PamCham led by Chairman Levy P. Laus and President Rene G. Romero held successive meetings with newly appointed BIR Regional Director Atty. Romulo L. Aguila, Jr., Revenue District Officers (RDO) Atty. Jose Paulino, Atty. Amador Ducut, Asst. RDOs Thelma Mangio, Fritz Buendia and Assessment Chief Amy De Leon.
The meetings with the BIR officers indicated the need for a review of the zonal values in Pampanga, particularly the unreasonably priced areas along the Gapan-San Fernando-Olongapo (GSO) and the Mac Arthur highways valued at P40,000 and P25,000 per square meter respectively. PamCham along with the LGUs of the Cities of San Fernando and Angeles submitted their proposed zonal value rates to the BIR for consideration.
Subsequently, the BIR officials acknowledged the need for a more comprehensive consultation with the rest of the municipalities in Pampanga and decided to call a meeting of the municipal and city assessors of the province to require them to submit their respective zonal value proposals for the BIR’s consideration. The meeting took place at the BIR’s conference room, Capitol Compound in the City of San Fernando Pampanga on March 27, 2009. It was attended by 16 assessors out of the 21 cities and municipalities of Pampanga.
The assessors will submit their zonal value recommendations following the format and schedule specified by the BIR, which will culminate with the public hearing on April 14 where all stakeholders will be notified through the tri-media and notices posted in the municipal and city halls all over Pampanga.
